In accordance with Financial Regulation 21, to instruct a company to place orders for works required at a set location to secure a start on site 3^rd December 2018. The costs for these works are intended to be paid for Exeter City Living Ltd as part of the main contract due to be signed before the close of play 28^th November 2018.

The costs for these works are intended to be paid for Exeter City Living Ltd as part of the main contract due to be signed before the close of play 28^th November 2018.

To secure the companies key site staff and supply chain members (demolition, piling and ground work subcontractors) for works to be completed in December and January. If not instructed, this would result in a four-month delay with cost increases on the project.

1.    Main Contract placed directly with Exeter City Living. Due to delays in signing key governance agreements this was not possible within the required time constraints.

2.    HRA pay directly for the enabling works and are reimbursed by Exeter City Living Ltd. This does not allow the placement of the piling and ground worker orders which are critical path items. Not securing these would delay the works until March 2019.
