To appoint a Chair for the meeting.

 

Minutes:

Councillor Holland was appointed Chair for this meeting.

The Chair introduced the Sub-Committee and the Solicitor set out the procedure for the hearing advising of the Council’s policy and the requirements under Section 48(1) of the Local Government (Miscellaneous Provisions) Act 1976.

 

The Senior Licensing Officer presented an application from Mr EY to grant a Private Hire Vehicle licence in relation to a vehicle which was over ten years old.

 

The Chair invited the applicant to outline the scope of his work and also provide an outline of the service history of the car.

 

Mr Y spoke in support of the application. He had supplied a copy of the current MOT certificate and an independent mechanical inspection report.

 

RESOLVED to grant a temporary licence for two months from the date of this meeting to enable the applicant to arrange for the replacement of the suspension arm rubber bushes of the vehicle and provide satisfactory evidence to the Licensing Authority that the works have been completed.  Upon receipt of satisfactory evidence within the timescale of the temporary licence the renewal of a Private Hire Vehicle licence shall be granted for a period no longer than 12 months.

RESOLVED to the grant of a temporary licence for twenty one days from the date of this meeting to enable the applicant to provide evidence to the satisfaction of the Licensing Authority that work has been carried out and completed;

 

1.      To address 003 Underside of the vehicle rusty and 004 Nearside rear sill damaged/rusty stated in the advisory information of the MOT issued 23 August 2016; and 

2.      To repair the damage to the bodywork of the vehicle.

Upon receipt of satisfactory evidence within the timescale of the temporary licence the renewal of a Private Hire Vehicle licence shall be granted for a period no longer than 12 months.

Hire Vehicle Licence in relation to a vehicle which was over four years old.

 

Mr M spoke in support of the application. He had supplied a copy of the current MOT certificate and an independent mechanical inspection report.

 

RESOLVED that, subject to the applicant providing evidence that the advisory works set out in the mechanical inspection report have been undertaken to the satisfaction of the Licensing Authority, including replacement of the spare tyre, the repair of the deterioration to the vented front brake disc and pads and the complete replacement of the braking system’s fluid which currently contains the presence of some water/condensation in the system, the application for the grant of a Private Hire Vehicle licence be approved.
