Appointment of Chair

To appoint a Chair for the meeting.

 

Minutes:

Councillor Sills was appointed Chair for this meeting.

The Chair introduced the Sub-Committee and the Solicitor set out the procedure for the hearing advising of the Council’s policy and the requirements under Section 48(1) of the Local Government (Miscellaneous Provisions) Act 1976.

 

The Senior Licensing Officer presented an application from Mr DP to grant a Private

Hire Vehicle Licence in relation to a vehicle which was over four years old.

 

Mr P spoke in support of the application. He ran a company comprising two wheelchair accessible vehicles and focussing on journeys for the disabled to and from care homes, doctor’s surgeries etc. and he wished to add a third vehicle as back up. He had supplied a copy of the current MOT certificate and an independent mechanical inspection report in respect of the new car which was an ex-mobility scheme vehicle.

 

In response to questions from Councillors, he advised that the vehicle did not have a spare tyre because of the modifications made to the vehicle to make it wheelchair accessible but that it was his intention to keep an emergency inflation kit in the car.  Councillors remarked that this would be vital, not least because disabled passengers could become agitated if there were delays in journeys. In response to a question from a Councillor, he also confirmed that he would have the brake pads checked at the next service.

 

RESOLVED that, subject to a condition requiring the vehicle to carry an emergency inflation kit at all times, the application for the grant of a Private Hire Vehicle licence for a vehicle which was over four years old be approved.

 

 

 

4.

LOCAL GOVERNMENT (ACCESS TO INFORMATION) ACT 1985 EXCLUSION OF PRESS AND PUBLIC

To pass the following resolution:

RESOLVED that, under Section 100A (4) of the Local Government Act 1972, the press excluded from the meeting for item 5 on the grounds that it involves the likely disclosure of exempt information as defined in paragraphs 1 and 2 of Part I of Schedule 12A of the Act.
