To appoint a Chair for the meeting.

 

Minutes:

Councillor Owen was appointed Chair for this meeting.

The Chair introduced the Sub-Committee and the Solicitor set out the procedure for the hearing advising of the Council’s policy and the requirements under Section 48(1) of the Local Government (Miscellaneous Provisions) Act 1976.

 

The Senior Licensing Officer presented an application from Mr MH to grant a Private Hire Vehicle Licence in relation to a vehicle which was over four years old.

 

Mr H spoke in support of the application. He had purchased the vehicle less than two years ago which had done less than 23,000 miles. The vehicle was wheel chair accessible which was a requirement from the previous licensing authority at Romford Council. Mr H informed the mileage had risen to 70,000 miles in two years and the vehicle was in excellent condition.

 

In response to questions from Councillors, he advised:

 

·         The garage had informed him the brakes were not an issue for concern, however he would be booking the vehicle in to have the brakes looked at;

·         The vehicle had been purchased in Essex, but he had moved to Devon, where he obtained a license from East Devon District Council. He would like to obtain a license to work in Exeter to continue to work with Apple Taxis;

·         He had received a low volume approval certificate as part of the license from Romford Council to provide wheel chair access;

·         The vehicle had a full service history which was done every 10,000 miles as part of the inspection report to ensure vehicle safety;

·         If Apple Taxi’s required a wheelchair accessible vehicle, he would be available, however this was dependant on if work was available.

 

RESOLVED that, subject to a condition requiring brakes on the vehicle to be completed, the application for the grant of a Private Hire Vehicle licence for a vehicle which was over four years old be approved, subject to proof the brake pads had been refitted. An advisory was given to recommend Mr H to address the three advisory points on the MOT investigation report.
