Minutes:

Councillor Holland was appointed Chair for this meeting.

To pass the following resolution:

Minutes:

The Licensed Driver had been referred to the Licensing Sub Committee to determine if whether or not the Licensed Driver was a fit and proper person to hold a licence to drive a Hackney Carriage/Private Hire Vehicle. The Licensed Driver did not attended the Licensing Sub Committee.

 

The Members considered the report which explained that at the Licensing Committee meeting held on 19 July 2016, the Licensing Committee had unanimously decided to make the safeguarding training mandatory for all dual Hackney carriage/ private hire licence holders, and private hire licence holders. All prospective applicants for a dual Hackney Carriage/ Private Hire drivers licence would, prior to any licence being granted, undertake a knowledge test and within 12 months of the licence being granted, provide documentary evidence of completing disability / diversity awareness training and child sexual exploitation and safeguarding awareness training (CSE awareness training).

 

The report explained that the Licensing Authority had arranged a series of training workshops at free of charge and had written to the Licensed Driver on three occasions of the need to attend. The Licensed Driver had failed to attend any of the training workshops and had failed to provide an explanation to the Licensing Authority explaining the non-attendance. 

 

Members discussed the report.

 

RESOLVED that the Licensing Sub-Committee was not satisfied that the Licensed Driver was a fit and proper person to hold a driver’s licence for a dual Hackney Carriage/ Private Hire because the Licensed Driver had failed to complete safeguarding awareness training which is mandatory for all licensed drivers and required by the Council’s Practises and Procedures for the control of Hackney Carriage and Private Hire Vehicles Drivers and Operators. The Licence was therefore suspended with immediate effect until such time as the safeguarding awareness training (CSE awareness training) has been undertaken and a written warning from the Chair of the Licensing Sub Committee would also be issued.
