Councillor Harding was appointed as Chair for this meeting.

Declarations of Interest

Councillors are reminded of the need to declare any disclosable pecuniary interests that relate to business on the agenda and which have not already been included in the register of interests, before any discussion takes place on the item. Unless the interest is sensitive, you must also disclose the nature of the interest. LOCAL GOVERNMENT (ACCESS TO INFORMATION) ACT 1985 EXCLUSION OF PRESS AND PUBLIC

It is considered unlikely that the Committee would wish to exclude the press and public during consideration of the items on this agenda.  If, however, the Committee were to exclude the press and public, a resolution in the following form should be passed:

 

“RECOMMENDED that, under Section 100A (4) of the Local Government Act 1972, the press and public be excluded from the meeting for the particular item(s) on the grounds that it (they) involve the likely disclosure of exempt information as defined in paragraph(s) of Part I of Schedule 12A of the Act.”

 

To pass the following resolution:

Application to Renew Hackney Carriage / Private Hire Vehicle licence over 9 years old

The Chair noted that the Applicant was not present. The Licensing Officer explained that this was due to a calendar mix-up. Panel members decided unanimously to proceed without the Applicant.

 

The Licensing Officer presented the application for a licensed driver to renew a Hackney Carriage Vehicle licence in relation to a four passenger Toyota Prius, which was over nine years old at the renewal date. The vehicle was first registered on 31 January 2015.The Applicant had submitted a current vehicle MOT certificate dated 17 July 2024 with a mileage of 223,065 miles and the MOT history showing that the vehicle had failed six times since 2016. An independent mechanical inspection report, was also submitted, dated 5 August 2024, along with photographs of the vehicle. The vehicle was also inspected by a Licensing Officer and was considered to be in good condition.

 

Members noted that all advisable repairs had been carried out and that the applicant was responsive and had a good relationship with licensing officers.

 

RESOLVED that the application for the renewal of a Hackney Carriage Vehicle licence be granted for 12 months. A further MOT should also be carried out after six months.
