To seek Member approval of a new governance framework for the
allocation and monitoring of Community Infrastructure Levy (CIL)
and Section 106 (S106) funding, including establishment of an
Advisory Forum, an annual bidding and scoring process, and
associated Terms of Reference.
The framework responds to recent SWAP and PAS audit recommendations
and will guide future Executive decisions on CIL and aggregated
S106 allocations.
