40.	Appointment of Chair To appoint a Chair for the meeting. Minutes: Councillor Snow was appointed as Chair for this meeting.
41.	Declarations of Interest Councillors are reminded of the need to declare any disclosable pecuniary interests that relate to business on the agenda and which have not already been included in the register of interests, before any discussion takes place on the item. Unless the interest is sensitive, you must also disclose the nature of the interest. In accordance with the Council's Code of Conduct, you must then leave the room and must not participate in any further discussion of the item. Minutes: The Chair introduced the Members of the Licensing Sub-Committee together with the Legal Advisor, Apprentice Solicitor, Principal Licensing Officer, Licensing Officer, and Democratic Services Officer. The Legal Advisor set out the hearing procedure and the Applicant, who was in attendance, agreed that the procedure was understood. The Chair invited both the Applicant and the Respondent to make representations for the exclusion of the press and public for the purpose of showing CCTV evidence. The Chair adjourned the meeting to discuss the points made. MEETING ADJOURNED 10:05 MEETING RESUMED 10:33 The Chair advised that the CCTV would be shown with the press and public for reasons set out in the Determination Notice. The Principal Licensing Officer presented the application to determine a review of the premises licence of Timepiece Nightclub, Little Castle Street, Exeter, EX4 3PX, as set out in the report. It was confirmed that 5 presentations were received within the statutory representation period. The representations were listed in appendices to the report. It was confirmed that the application was advertised on the Premises in accordance with the requirements of the legislation, with the last date for representations being 20 October 2025. The Applicant spoke in support of their application and responded to questions from Members and the Legal Officers. The Applicant proposed conditions they believed should be added to the licence. BREAK FOR LUNCH 12:45 MEETING RESUMED 14:03 The Respondent spoke against the application and responded to questions from Members. Devon and Cornwall Police as a Responsible Authority made representations. The meeting was adjourned for the Applicant and the representatives from Devon and Cornwall Police to discuss their representation. MEETING ADJOURNED 15:10 MEETING RESUMED 15:21 The Applicant and Respondents were given the opportunity to sum up. All parties present were advised that a decision notice would be issued within five working days of the hearing. The meeting was closed so that the Members could determine the application. RESOLVED that the conditions on the licence are modified for the reasons and as set out in the formal decision notice attached.
